Launch of the COSMO-SkyMed spacecraft on board a Delta 2 from Vandenberg, AFB in California remains on schedule. There are high winds at the launch pad, so crews ordered an early fueling of the rocket. This makes the vehicle heavier and increases its tolerance to wind during the final portion of the countdown when the mobile service tower has been retracted and can't protect the rocket.
